Inkscape
An Open Source vector graphics editor with features comparable with the likes of Adobe Illustrator, CorelDraw, or Xara X. Its native file format uses the W3C standard Scalable Vector Graphics (SVG) format. It is used mainly to edit images that are not composed of bitmap images, although it can convert images into vectors using potrace. I use Inkscape for mocking up flat (just an image) web page designs as it is quick. Once a design is chosen it is then hand-coded into HTML/CSS markup. For actually producing web graphics like banner ads or logos I would use the GIMP.
